Event Description
Please join us for a presentation by Rich McClellan, Vice Chairman, Advisory Council at Vietnam International Financial Center (Da Nang). Rich will discuss the establishment of the International Financial Centers in HCMC and Da Nang and the critical regulatory steps necessary to realize the potential of Resolution 222, including institutional setup, ecosystem-building and fast-start enablers.
Rich will also provide insight on how foreign firms can engage in and benefit from the opportunities provided by the IFC for investment in infrastructure, tech, green finance and human capital development.

RICH MCCLELLAN
Vice Chairman, Advisory Council at Vietnam International Financial Center (Da Nang) Rich is a strategic advisor with over 20 years of experience in investment, public policy, and economic reform across emerging markets. Based in Vietnam for the past eight years, he has led major advisory initiatives on trade, financial sector development, and digital transformation. He has spent much of his career with McKinsey & Company and the Tony Blair Institute, most recently founding and leading TBI’s Vietnam office, where he supported high-impact reforms in areas such as FDI attraction, international financial center development, and free trade agreement implementation. He continues to advise the private sector, governments, and multilaterals on issues at the intersection of governance, capital, and sustainability. |
